The method comprises: receiving an establishment request of a target call process sent by a terminal device, wherein the target call process comprises an emergency call process; sending administrative region indication information to the terminal device, wherein the administrative region indication information comprises names of a plurality of candidate administrative regions and a selection instruction corresponding to each of the plurality of candidate administrative regions; receiving a target selection instruction sent by the terminal device; and establishing, according to the target selection instruction, the target call process between the terminal device and the administrative region corresponding to the target selection instruction.</p>
